Is this illegal that my job never pays anyone on time?

Can I report my job for not paying us never on time, meaning they pay us about a week or so late?

Since labor laws are different for every state, it kind of depends. Some states that an employee simply be paid on a regular basis, and others put a time limit on when compensation is actually due.
How are you receiving your paycheck? If it gets mailed every pay period, then there may not be a lot you can do since the employer can simply blame the delay on the postal service. Also, in the case of mailed checks, most states deem that payment has been made when the check is mailed and not when it is actually received.
If you go to a human resource department to pick it up, though, and they don't ever have it when you are supposed to get paid, you may want to see about talking to a lawyer.
My best advice to you is to start looking for a new job. You are obviously uncomfortable with the inconsistent nature of your compensation, so you may be happier working for a different company.

Is this the week's lag many employers use for paying employees? That's not illegal.

If your employer is paying after the pay date they promised, they must be having trouble financially. Best to look for another job.

It's not a crime not to pay you, it's a civil offense. You could sue for the paychecks, but it would waste your money, they'd probably be unable to pay you anyway, and they'd find a way to let you go, so you'd be out of a job.

By the way, even if some states have a law about paying every two weeks, not all states do.

what is "On time"? what does the written policy read in teh company handbook - even if they don;t follow it, they aren't breaking any LAWS - if they are constantly late, that would tell me they have cash flow problems and you probably should start looking for another job

You probably could. I don't know where you live, but in my state, employers are required to pay us at least twice a month, and the pay days have to have as close to the same number of days in between them as possible. Check your state's laws, if they don't follow them then you could report them.

yeah definitely, but of course you should also take to account the state of your company, are they in trouble financially (specially this days were many company are closing down their business) be extra mindful of your companies state of health.

there should be a law for that. youll need to do some reaserch and find a way to stop this. i'm sure you'll win!

Yes, that's illegal. You could sue your job for a bunch load of money. By state law every working citizen is suppose to get paid every two weeks, or weekly.
