Is this legal in the US?

Father is paying Child support, Health and Dental Care for his children, can the Mother get the children on Medicaid ? Without the Father's knowledge. She has! Is it legal? Mother does not want the Father to know anything about the children's health or well being. She has cut him off from his children, with every means possible. She home schools so he can't be involved with there education.

Mother should remember that without Father, there would have been no children. Children belong to both Mother and Father. Mother seems to be a very selfish, spiteful vindictive person

If the father is paying child support he has a legal right to know what is medically happening to his children. School wise I'm not sure.

If he's doing this without a court order, than yes as that's not legal, and he will be ordered to pay them back.

The truth is that either parent can get their child on Medicaid, with or without coverage from an estranged parent. It all depends on your state as to the amount of total coverage, but anyone clever enough need not worry about that. Certain medical plans fall short on government requirements for coverage, so the government steps in to help. This is an overlap, but beware that the reverse could be true: in some states ANY health care coverage will negate your children from receiving even basic care from the state. Check locally. Remember, some nationwide help is there, but it's gonna mean some hoops.
