Is this legal...is there a law governing overtime rates of pay...?

My employer paid time and a half for any work done over the contracted 37.5 hours per week .They have now announced that they are abolishing overtime rate and will replace it with flat rate. So any overtime will be paid at normal hourly rate.

yes they can! but have you got written terms and condition's
are you in a union, if you have, get the union to fight against it, if your emoployer is requesting you to do overtime, they must be making money, so they can afford to pay you a premium for doing so. if they cant afford to pay because they are not making money, start looking for another job, as it won't be long before they start laying people off, and eventually close.

Yes it is,I've always just got the flat rate,even on Bank Holidays and Sundays in alot of places.

if it isn`t in your contract then the employer doesn`t have to pay you any more money than the basic rate

This situation would fall under the Fair Labor Standards Act and wage & hour laws. Many employers still believe they can pay the employees a flat rate as oppose to an hourly rate when in fact the job does not meet the FLSA test. You didn't offer any information what you do for a living so I cannot advise you if your job in fact would meet the exemption or nonexemption criteria. You can actually research this by going to the Department of Labor website.

My belief is that they could only make the change for new employees taken on from the date they announce it. Any change to your own terms and conditions must go through a long process of consultation with existing employees and the union.

Yep, it's illegal.

You can report it anonymously to your local county employment office or the State. You are supposed to be protected for reporting it.
