Layoff coming soon..... ethical or legal issues?

I work for a contractor at electric utlities accross the U.S. our skill set requires our employer to use foriegn nationals to assist in staffing requirements......we go in knowing full well that we will be laid off, however, there usally is work after an outage period, which some employees can be expected to stay after and help......
I'm sure that because we are "at will employes" that there is no legal issue, that our employer is keeping the foriegn national employees and laying off U.S. citizens.......or is there a legal issue we can fight back with, we plan on visiting our representatives and senators offices, we feel highly betrayed and feel this is unethical......
ps (we are a non-union entity) thanks for any help.....

I don't see how you have a legal issue if there's an "at will" employment contract.

If you go into a job knowing you are going to be laid off, why do you feel betrayed? As long as your contract has expired, they can do whatever they want with you.

There is no legal issue here. If you knew you would be laid off why are you trying to fight it now?

No legal or unethical issues that can be raised...sorry.."citizenship" or lack thereof is not a protected class.
