i have looked at lots of dressmaking sites that have pictures of other designers dresses, they make the dress copying the style. is this a legal thing to do? or does it break copywrite laws?

If they have patent for the dresses, yes it will be illegal.

Even there is no patent, they can still prove that they are the original designer and sue you.
