...is obviously a bad idea, but if you omit skills or qualifications in order to not appear over-qualified is it illegal?

You can omit details on the resume. A resume is only a guide to what you have experience same in an application.
You can always elaborate when you are in a personal interview.

Lying on an application is a vert bad idea if you claim to have skills or experience which you do not posess.
It is not illegal not to list experience or skills which are irrelevant to the job for which you are applying.
Qualificiations can be a bit trickier depending on the application - if it just aks for your college degree, you can put B.A. (as long as you have one) and not put in PH.D even if you do. But if they ask: Highest degree acchieved, then you should honestly list your highest degree. |

I don't think it's an issue. If for example you say you've got a BA but in reality you've got a Ph.D or something, the background check will only confirm your BA.
You would only run into problems if you have something darker planned. For example, if you got a job as a TRAINEE when in reality you had ALREADY done the jobs for which you were supposedly training, in order to spy for example. Then you might have problems.
Anyway, as long as you weren't some janitor secretly copying blueprints or assembly line worker with some pimped out engineering expertise, you'd be fine.
