Merit pay vs seniority based pay .which do you think is best?

Merit. Giving people raises simply because they've worked there another year doesn't encourage them to keep working hard.

I worked too many companies where the hard workers are taken advantage of because management tolerates lazy behavior.

your question is rather deceptive and misleading
you are tying merit to education and assuming that longevity does not produce quality employees.

many employers have raises based on performance and "colas" based on years of service. a well run corporation should not have long-term employees who are not productive and having an education does not in and of itself set the stage for an employee to become an asset.

realistic attainable goals should always be set, they should require forethought and not be "easy" to achieve. goals should be good for the business as well as the employee or team that is striving to achieve them. merit increases should be based on achieving goals/producing results.

colas should be used to adjust incomes based on inflation and cost factors and in some way reward loyalty to the company but only for employees who produce. employees who do not produce need to be looking for other more suitable employment....

basically raises should be based on a good performance based evaluation and longevity/loyalty should be rewarded through colas.

to answer your question they should both be used and are equally important in the operation of a successful business.
