Minor being forced to sign papers that she shouldn't be. Need help with legal issues.?

I don't really know if this belongs here but i'm going to give it a try.
I have a friend who is 17 years old, Recently her sister has gotten out of jail for drug oriented things.And, i'm not sure if it's court ordered or not but she has to get an apartment with a room mate and none of her family or friends want to move in with her or anything.

So, her family.. using her as a last resort decided it'd be a great idea to use this minor to sign the papers with her.
She tried to say no but her mother said that if she said no then she would be kicked out and she would forge her signature anyway, so she really didn't have a choice.
And, she can't tell anyone on her mother because if anything hapens to her mother then her other sister would be out of a home, with 3 kids and she would be out of a home.

Now, normally this wouldn't be a problem but her siter that just got out of jail is EXTREMELY, I can not emphasize this enough, unreliable. And if she pees dirty again or can't pay any apartment rent then she goes back to jail for 20 years. and i'm not sure how long she would go.

Basically.. I'm just asking to see if anyone knows a way to get her out of this without hurting her familys living situation in any way.
Additional Details
Her sister has a ton of parol violations against her, and the fact that she was found guilty for catching a highschool bathroom on fire is still against her.

Maybe I don't have 100% of my facts straight, but it's basically the gist of it

Who are the papers for? The courts? Or the landlord?

I suspect that if she tells on her mom, then Child Protective Services would step in and look at the situation, which actually sounds like it would be a good thing. And the worst they would do is remove her from the home, but her mother wouldn't lose the house or anything, so the sister with the kids would still be safe.

Your friend may need a sofa to sleep on for awhile. Can your parents put up with her? She might need to get out of that house.

I'd tell her to stand up to the mom and refuse to sign the papers. If the mom forges them, it's on the mom and not on your friend.

Sign *WHAT* papers? A minor *can't* sign any legal agreement, such as a lease. It wouldn't be legal and no landlord would allow it.

If the court has ordered this sister to get an apartment with a roommate and her mom is telling the minor to pretend she's the sister's roommate ... it's not going to work. Hopefully someone (parole officer, maybe?) will soon realize what mom is trying to pull, and they'll apply some consequences.

I also don't think you have your facts straight here. What you're saying just doesn't add up. I think your friend may be confused, or she's exaggerating. I've never heard of anyone being allowed to stay out of jail if they can get a roommate, but going back to jail for 20 years if they screw up. Both of those things sound a little extreme.

If it's by a court order, she should go back to the judge and let him know what is going on. Other wise she should contact a lawyer.

Unless emancipated, a minor cannot enter into a legally binding agreement.
