My employer is making me take unpaid time off and not allowing me to use vacation time. Is this legal?

We are slow and have various weeks of shutdown although my department is critical and we will be working. However, between Christmas and New Years we have 3 days that are mandatory shutdown. We have been told we must take the time unpaid and that vacation time may not be used.
Additional Details
Other employees prior vacation requests are being honored but not new ones.

EDIT:
IF you have time accrued at the end of the year
IF your employer will not roll it over to next year(use it or lose it policy)
THEN in a couple of states this may not be legal |

Not only is it legal, it is happening all over the US. Many companies and governments are strapped for cash given the economy and the situation calls for requiring unpaid furloughs of a few days from all employees or laying off employees. |

Are you in the US/ If so, yes it's legal - the employer isn't required to give you paid vacation time, and if he does, may control when you use it. |

In California - no - but check with your labor board.
In any case, when you accrue vacation it is like money owed to you.
If they fire you or you quit you are owed the vacation pay.
It is not like sick leave where it is lost.
Still always go to the experts- the labor board in your state or a labor law attorney. |
