My offer employment was different with my agreement!!?

I got an employment offer last four months. there is writting " this offer as a subject to granted all the necessary for work permit and resident permit'...than on the last pages about cancelation contract"in case you break your contract before finish u need to pay your three months salary and other expenses...when i arrived to my company they giving me agreement letter
than i got an agreement i was not realize about it when my college resigning he need to pay all the recruitment and three months his salary..written in the contract about termination" you should reimburse all the recruitment expenses and one months written notice...
on the offer letter was telling 3 months salry but without telling about notice...
if i resigning also what i should do ? should i pay my three months salary ?

you don't have to pay because the fact that the contract is not clear makes you not protected and somewhat abused
