Nys laws about proper protocol for manager/supervisor?

in nys, is it legal if a manager/supervisor always finds any little thing to harrass an employee about. then goes around telling all the other employees that he (the manager/supervisor) is going to fire that person. where a friend and i work there is this assistant manager who works in another department that is always starting trouble with the employees. he makes slick comments and has a nasty attitude when you ask him something argues with everyone. he always picks on my friend because he knows it bothers her and when he's in a bad mood he goes around to all the other girls that work there including myself and says that he's going to fire her. im almost positive that this is not legal in some type of way, but im not sure so i'm asking. please excuse any misspelling i may have here being that i know some of you are a little ignorant. there is such a thing as human error please excuse any misspelling. thank you in advance to those willing to help.

From your posting I don't see violation of laws. This doesn't mean this is effective leadership. It really sounds like a terrible example and you might want to bring it the attention to other individuals in management positions. This is lowering the moral of the organization and profits are being lost. If this continues I would prepare to obtain a better in an organizations who values it employees.

Yes, there are Federal and State laws that protect employees from being harassed. Depending what type of harassment it is depends on what laws the manager/supervisor is violating. In addition, an employee's privacy is exactly what it means, confidential.

Since, I do not know if your employer has any policies with regards to such behavior, it is hard to fully answer your question. Also, the type of harassment is an important factor as well.

It is hard for me to determine whether this situation would constitute a "hostile work environment" without the specific details. Also, the type of harassment would determine whether the employee violated any Federal or State employment laws.

If you have an HR department, this would be a good place to start. Dependent upon the company's policies, this employee may very well be terminated for his/her actions. At the least, the employee would receive disciplinary action.
