On my ROE(record of employment) it says (A) meaning shortage of work.Now if my x employer that wrote up the ROE asks me to do some work for him.Am I obligated to do so,even though I was already laid off by him?

If you want your job back when things pick up, do the work! It shows you WANT to work. I would!
