By this question I mean if I were to use the name of a celebrity (it being obvious I was not the celebrity) to say publish a book ... are there legal restrictions?

A pseudonym is an artificial, fictitious name, also known as an alias, used by an individual as an alternative to a person's legal name.
Please note that a name assumed for a non-fraudulent purpose is a legal name.
A pseudonym is distinct from an allonym, which is the name of another actual person, usually historical, assumed by someone in authorship of a work of art
As a general rule, it is perfectly legal to use pseudonyms. Authors do it all the time. Stephen King is a famous example.
Two major exceptions where it is prohibited by law are "-
1. The name is used for fraudulent purposes.
2. The name infringes upon someone else's identity. |

You can't use a celebrities name as a pseudonym. Celebrities are the ones that usually trademark their name. But you could make a variation of their name, as long as you don't do deformation of character in the actual book. |
