the employee must be notified prior to the pay cut taking effect.
pay cuts can not be retroactive.
pay must be at least minimum wage.
exempt employees pay may also be cut as long as the pay remains above the limits to qualify as an exempt position. |

As a cost cutting measure some employers do this rather than let go some employees. That way everyone keeps their job until things get better.
