Stanislaus county california racist?

I applied for a job in stanislaus county like about ac couple months ago. I passed the written test and the interview. I made it to the background process. I was given a packet i was to fill out that contained my whole life's story. before the department can conduct a background check they had me sign waivers saying they can't disclose any information they collected while doing my background check. I knew I had a clean history and I will pass easily. About 2 days ago After turning in the packet I received a letter saying that I am no longer consider for the position because I didn't meet the peace officers standards. Ummmmmm? I have a clean background with no arrest, no felonies, and no convictions. I have a degree in criminal justice and I have all the skills that the job requires. How can they turn me down? Plus the reason why i said Stanislaus county is racist is because they didn't even bother to conduct a background check. All my references were never contacted including old work places. I believe because I'm asian, have a degree, and am over qualified, that's probably the reason why they gave the job to someone else. What do you think?
