Unemployment appeal. Lawyers?

I know this is quite long, and I apologize. But I think all this info is necessary.

-My father works for a construction company, & applied for unemployment benefits due to a lack of work hrs. (When weather conditions are bad, there is not much work available, which is perfectly understandable, & know that applying for benefits is unnecessary/ not allowed.)

-The problem is that when the weather was perfect to work in, they did not schedule him any hrs at all or very few (he usually works 50 hrs a wk (full time), & they only gave him 8 a wk or none at all).

-The company told him that work was unavailable at the moment.
-However, he knows work was available during that time because his coworkers (who do the same job he does) would tell them that they did work. Once, my father even drove up to the work site & saw everyone working. But for some reason they are cutting his work hours, even though work was available.

-It seems as if they are purposely giving him less hrs or none at all, as a incentive for him to quit.
-The company is trying to appeal & stop him from receiving benefits saying that work was unavailable. Even though my father saw & found out by his coworkers that there was!!!

-A few weeks ago he went to work. *his hrs were still being cut, so he worked only a day or two*
-While at the work site, doing what he normally does, things just had to get worse. He had an accident & hurt his knee badly (gosh). He cannot walk properly & it's painful for him even when he slightly bends his knee. He went to the doctor & got x-rays, etc. The doctor told him that his knee was in pretty bad shape & might possibly need surgery. In the meantime, they told him to wait to see if it got any better & to try to keep his leg still & not put pressure on it.
-The company (even though required) does not want to pay for his medical expenses. So at the moment, my father is paying it out of his own pocket.

My question is, how do go about writing a more presentable & professional appeal letter because of
1) Them cutting his hours for the past weeks even though work really was available. (they could compare his hours with that of other coworkers & see that is is true); and
2) His knee is badly hurt & will possibly need surgery, and with more a reason will need unemployment benefits because now he cannot work at all.

Sorry, your father no longer qualifies for unemployment benefits - he must be physically able to work each day at his regular duties. Since he has suffered a injury to his knee and has seen a physician, he should now apply for DISABILITY BENEFITS. Since this injury occurred while he was employed at his regular occupation, this is now a WORKERS COMPENSATION matter. All companies must CARRY state disability INSURANCE. Seek competent legal consul, immediately.

If the knee injury makes him unable to work, he can't get unemployment but should file a claim immediately for workers comp.
