Vocabulary help for "mountain out of molehill" situation?

Is there a term or phrase for this situation?
I didn't fill a form in fully at work as I was awaiting additional information to come, so sent it off with what info I had. It was an insurance form.
A functional manager (not my boss) has made such a big issue over it, saying it was laziness. It wasn't at all - I just thought it best to send form off to register incident, and then when the remaining info came in was going to update).
He has put pressure on my boss to discipline me saying it was incompetence; laziness; and I have ruined the company's image; given the company a bad name; caused unneccessary administration and costs; lengthened the time the process should take.
I have now received a disciplinary form for Gross Misconduct. But the whole thing seems to have been exaggerated out of all proportion. I simply , at a moment in time thought some of the info won't be in for another week, so sent

Is this something that others have done? Has some else left info off the form because the info they had at the time was incomplete? If its a common practice then there is no reason for the manager to go off.
Now, if by doing this you have caused the company some kind of concern then the manager has a right to discipline you.
All in all though you have to live with it and next time don't assume anything. Fill in all the info you have.

Sometimes there is another reason for superiors behaviour. I.e. They are just using this error as a reason to reprimand you for something else?
Mind you it was a bit silly to send the form incomplete. You could have put a note with it or pencilled in "to be supplied" or something. Is the form any use to the next department if incomplete? Has the form got to be returned for the additional info? It does seem a bit petty; if you didn't know it could just be explained to you that you shouldn't do it in future.
Big companies are like this. The functional manager is probably bored silly from his mundane job and wants to feel important. If you don't like this sort of work environment it may be a signal for you to look for a more rewarding job.

Technically, is it the company's insurance company that is being claimed against, or is it yours? If it is the company's, you shouldn't have been expected to complete the form yourself, anyway. In any event, info, on the form should have reported as provisional awaiting final details.

Your boss is the man responsible for the disciplinary, so he is the guy to deal with. Shouldn't this functionary have given you advice on how to fill the form in?

Sounds to me like this guy has problems of his own. He has been judge and jury of you for some reason. I'm not clear on all the details, but it sounds like he definitely is making a mountain out of the proverbial molehill.

I would go to him and try talking to him one more time. And where is your immediate supervisor on this? He should be at least sticking up for you enough that he's willing to look into it instead of just punishing you. I would talk to him again, as well.

Good luck. There is nothing worse than feeling wrongly accused of something.

A) Manipulation and pressure techniques based on exagerative and distorted claims on a non critical error that you had no intention to deceive anyone over, and thus are free from the defamatory accusations set upon your person by the 'functional manager'.

The functional manager (from his OWN unreasonable behaviour) may have a Modus Operandi against you, and thus HIS behaviour should be the one in question, as it is not in line with 'fair and reasonable' treatement of the employee in the work place.

Tell him to go and shove his head up a dogs a*** and then shoot the dog.Ask him if he was ever bullied at school while your at it.Then last but not least tell him to stick his job right up his behind. Remember its you thats doing him a service not the other way around
