Our manager will not do anything & there is no one else to go to for help.

Make sure you document EVERYTHING. Keep a Journal and write these activities down. Write down the dates you ask and have asked your coworker to stop. When it comes time for your evaluation, make sure you take your Journal in with you.

If your cowork is doing parts of YOUR job, then that gives you extra time......extra time to start doing parts of THEIR job.
