It means you just turned the legal age for whatever you're reading. It might be 18 or it might be 21.

It means that it is very close, but on the side of being legal. This is frequently used by websites and e-mailers to indicate that their naked people on their site are legal age to appear in the nude, but look like they are younger. It is made to attract those who like "younger naked bodies" but respect legal limits.
