What is the Contractors legal responsibility to pay subcontractor in a reasonable amount of time?

in my contract, it states that the contractor will pay me(subcontractor) within 15 days of recieving payment from the owner. However, after 1 month, they are saying that they have not been paid and won't be paying me for another month. Each week i was told the payment would come the next week and after a month, was told i would need to wait 4 weeks. Is there any kind of law stating that they would need to pay me, since they haven't been paid. I feel like ive waited a reasonable amount of time for payment, and cannot financially wait any longer. Or, is there a law stating that they would have needed to let me know about this payment problem a long time before they did. I've been kept out of the loop and was unable to financially set myself up for a huge wait like this.

Strictly speaking and legally speaking, the Contractor should pay you within 15 days of receiving payment from the owner. If he has not received it , you will to wait till he receives payment from the owner. You should not have agreed to this system.
