A lawyer , counsel and attorney mean the same thing viz,"a professional person authorized to practice law; conducts lawsuits or gives legal advice".
A District Attorney represents the state and conducts lawsuits or gives legal advice to the State.

The only difference is the district attorney, he works for the county or state and is the one who is the prosecuting attorney, trying to get the person convicted of the crime.
