What is the difference between indefinate suspension and firing an employee?

My boss tells employees to look for another job whenever she feels she has been challenged or simply does not like that employee. most do quit, but a few try to work through the problems.
She does not want to cause the hospital additional costs, so when an employee refuses to quit, she suspends them indefinately.
Does this mean that the employee cannot collect unemplyment or Cobra benefits?

Indefinite suspension. An indefinite suspension is an adverse action that takes an employee off-duty until the completion of some ongoing inquiry, such as an agency investigation into allegations of misconduct. Agencies usually propose indefinite suspensions when they will need more than 30 days to await the results of an investigation, await the completion of a criminal proceeding, or make a determination on the employee's medical condition. Indefinite suspensions are 5 CFR Part 752 adverse actions requiring a 30-day notice period with pay. This means that 30 days after an indefinite suspension is proposed, the employee will no longer be in a pay status until the completion of the investigation, completion of the criminal proceeding, or determination of the employee's medical condition.

COBRA can be collected once an employee loses benefits so long as the company they leave still exists in some form. The cost of COBRA is much cheaper now due to the stimulus package that was passed. Indefinite suspension is when an employee is suspended until an on-gong investigation is complete. Unemployment can be collected if you quit or if you are fired or laid off. The amount of your unemployment benefit can be reduced and you may have to wait longer to get it if you are fired or if you quit.

you are only eligible for unemployment due to a layoff or downsizing.

COBRA benefits are available regardless of how the employee left (because the employee pays the full cost of insurance, which is why COBRA is so high) .

Good Afternoon! My name is John from Manila, Philippines I've got some issue with our office, they might be terminating me soon since I just knew it now and because a colleague told me, Should I submit my resignation letter immediately without rendering a 30 day notice? The reason why I'm asking you this is for me to avoid a bad record just in case a future employer would conduct a background check with my current or soon to be ex-employer. What do I do now? I still have 24-48 hrs to decide whether I submit a resignation letter or just wait for the HR's decision if they'd still accept, or terminate my employment with them.
