They're parts of the U.S. Postal Code. Spammers like to quote sections of the Code as "proof" that their chain letters and pyramid schemes are actually legal. They're wrong. Not only that, but they're not even quoting the codes accurately:

Section 1302 says it's illegal to send lottery tickets through the mail. Section 1342 says it's illegal to use a false name or address to do anything mentioned in Section 1341. Section 1341 says it's illegal to send out frauds or swindles via U.S. mail. Section 1343 says that it's illegal to commit such fraud by "wire", which can mean Internet.
