What kind of legal action can you take if your boss is not paying you for work you have done?

a friend of mine had a full time job with a small independent company for a couple of weeks or so, making around $1,000... its been over a month later and the owner keeps avoiding to hand over the money, she even gave a check which bounced.
what kind of legal action can be taken, preferably action which wont cost a lot on my friends part?

contact the state's department of labor and file a "wage claim".
ESA and EEOC have no jurisdiction.

The EEOC or ESA has nothing to do with this matter. If you are in the United States contact the Department of Labor at 1-866-4US-WAGE. They will take the report and immediately intervene to get your friend his/her wages.

Actually he can take action that will cost him nothing, he need to report his boss with some federal employment agency like ESA (Employment Standards Administration) or EEOC (Equal Employment Opportunity Commision) they will inform your friend what to do and the right agency will force his boss to pay him or recomend him (the Boss) for legal pursuit.
