my employer has informed me as from this monday my hours will drop from 16hrs to 12 and a half can they do that they have also gave my hours to site manager who is on higher wage than me already is that right thank you

An employer can't change your terms and conditions without your agreement unless there's a specific clause in your written terms and conditions allowing it. A clause claiming your employer can change anything at will is very unlikely to be valid.
You should have received a written statement of your main terms and conditions 2 months after starting work. You should read this if you have it.
You may be able to claim breach of contract and/or an unlawful deduction from your wages. ACAS, the TUC and BERR (a government website, but very good information) all publish good guides to employment rights. If you've a Citizens Advice Bureau nearby, contact them - if you visit, take any papers you have so they can read through them with you.

Read your contract. I expect you'll find your hours are at your employer's discretion. |

You need to check all the small print, check what they said they would offer you and whether this is covered by your contract.
it may be that you have a case.
Go and see citizens advice and take your contract with you.
If you are in the states - there must be an equivalent place you can go to.
It does sound as if it might be outside of your contract, but until that document is checked thoroughly it is impossible for any of us to say on here.
