When you apply for a job and then after it says "under consideration" does that mean you stand a chance?

just to make it clear, HR said that I am under consideration.

I think it depends on who says it. If you are the top choice for a job, you know it. You get more interviews, etc. If the HR person says that the position is "under consideration" it means that they are trying to make their choice among top candidates. Again, you will probably know if you are one of them. The hard part is knowing if you are the 2nd choice, because you don't get the job but they seem interested.
