While it is true that a paralegal certificate isn't needed in order to be a paralegal, it is NOT true that the opportunities for paralegal/legal work are the same from state to state/market to market.
Washington, DC is basically where the legal action IS. Law firms abound and paralegals are in very high demand. The salaries that the most qualified and experienced paralegals earn in this town would likely shock you at this stage of your career!
However, DC is competitive for the most choice of positions. But, there are plenty of entry-level positions to go around. What might surprise you (or anyone outside of the market/field) is that many paralegals and other legal professionals work as contract professionals. The organizations look like staffing agencies, but this is not "temp" work as you and other people may think of it. Nobody is out sick. Nobody is on vacation. Law firms in DC have just found a way to manage their labor pools in a way that benefits them primarily. That said, you will likely earn more as a contractor than you will working directly for a law firm. Typically, an entry-level, no experience necessary position at a legal outsourcing or so-called staffing company will pay about $17-25 per hour, with time and a half OT after 40 hrs. Now, most big law firms need you to work more than 40 hrs per week, so you can count on usually getting 10-20 hrs overtime per week.
NYC also has a rather large contract paralegal market, but it is not as plentiful as DC.

The state/states you are currently living in or near.
If you haven't gotten a certificate yet, I wouldn't move for a better job until you do -- unless there is nothing in your area. You may want to go to a larger metropolitan area if you are looking for a job as a paralegal because there are more positions available -- but there is no one state that will have a leg up. |

It depends on if you have any experience or are in the process of getting your certificate. If you are still attending classes toward your certificate a lot of places are usually will to hire you. I am currently in school getting my certificate and I just got a great job with a law firm on Ohio. |
