Where is the law regarding hourly pay?

I have worked on a dozen jobs where it was stated that if you worked 8 minutes over the hour it counted as 15 minutes. Where is that law written?
Additional Details
I should have specified. I want to prove to my boss that she is breaking the law by short changing me my hours.

I am 50 years old. Not a teenager on Happy Days, duh.

That is not quite right as interpretations go. The Wage and Hour Division of the Employment Standards Administration at the U.S. Department of Labor has interpreted the regs as saying that the employer has a choice on how to round as long as the rounding is consistent before and after the hour. In your example, the Employer could round 8 minutes down to the hour as long as they also round before the hour backwards to quarter of.

Here is what the Texas Workforce Commission says about it:

As to "rounding" practices, 29 C.F.R. 785.48(b) explains that rounding off work times to the nearest 5 minutes, one-tenth of an hour, or even quarter of an hour is permissible, as long as it works both ways, i.e., both to the advantage and disadvantage of the employee. That way, the system can be said to achieve a balance over time, and the employee is not suffering a detriment by virtue of a system that always rounds off in favor of the company.

check the Dept of Labor in your state I have never heard that rule except on a union job.
