Who can I file a complaint with for wrongful/misleading business practices against an employee in Ohio?

My husband was promised $300/mo. as a truck allowance if he purchased a truck to use for the business and allowed them to letter it with their logo. After purchasing the truck, they then said they weren't going to letter it and will only give him $200/mo. Literally two weeks after the purchase, they lay him off and now we're stuck with the loan for the truck and no compensation. Who can I file a complaint with about misleading business practices against a professional employee in Ohio?
Additional Details
He laid off because they can't afford his position anymore; basically, because of the economy.

Unless he had some written agreement, you are out of luck and stuck with the truck payment.

Why was he laid off? Did he get anything in writing about the truck? I would seek out a lawyer. Something fishy is going on.
