Why are children no more than a year old 'employed' as actors?

Child labor laws, whether local or federal, regulate the age when children can be legally employed. Why is it that in show business, i.e., TV ads, print ads, and other media regularly 'employ' babies? It is hard for me to believe that there can be a rational basis for allowing it, such as "Babies in commercials don't work 'hard.' Or 'the parents give permission' or 'The parents supervise them." How would anyone know whether the work is stressful other than the babies themselves? In other words, it seems to me somebody figured a method to get the gov't to look the other way. I might be wrong but I can't think of anything else that makes sense.

There are VERY strict rules for child actors and models, including very strict limits on the hours they can work. In filming, twins are often used because of those low hour limits.

If it wasn't allowed at all, there could be no movies and no advertising with children in them, which wouldn't make any sense. It's not a matter of the government "looking the other way".

There are laws in place for infants and children who appear in film and television. You can credit lawyers and CPAs for working their way around that one. If there is a law in place then it's an attorney's job to find out how to get around it and how to make money at it.

i was under the impression that there was a certain time point that was the cut off for it to be considered child labor, so , as long as they are within, its ok.. i guess

Scientific testing...knowing that the child is HAPPY, not ACTING stressed (when off camera.)
There are doctors and scientists who test these things.

Rational reasons? HOW do you get an 18 year old to model a babies layette?
Or act the part of an infant?
Or model, playing with toys for a 2 year old?

now adays there are very strict laws when it comes to baby's and minors being in front of the screen. time limits and such.. there is even a law about how long you can have a baby under light during filming. if you notice, most scenes with infants are fake baby's,.
