You can certainly hand in your notice - whether or not they accept it is a different matter.

Technically, an employer can refuse to accept a resignation and proceed with a hearing, even if it is held in absentia. In practice, it is extremely rare for them to do so.

The difficulty will be in the reference they provide for a new employer, but that may be overcome. You may want to negotiate with them as they will be saved the time and expense of the disciplinary hearing. You might even get them to pay your notice and any accrued annual leave.

Yes. You can give your notice at any time. Your suspension will be part of your two weeks notice. They can not make you come back to work if you do not want to.
