we rent a apartment weve had problems with our air conditioner and heat not working right ever since weve moved in we went and talked to our land lord the first time about our heat and she asked why would any one need heat this time of year well i think if i get cold i should be able to use my heat when ever id like to well the next time it was about the air conditioner and she told us that it was not a emergency it was on a sat night and the office was closed. well the next time there again it was on a fri night our air was freezing up so we went all night fri all day sat all night sat all day sun and all night sun with it being 80 degrees in my house with a baby and him ill and fussy because hes hot so we go talk to her mon morning and she tells my husband to " GET A FAN " and i was just needing to know if that was legal

You would need to better understand your rights and responsibilities as a renter. To do that, you would need to contact the government agency in the country/province/state/county that you live in to understand those rights - because they differ greatly.
Look at your lease. If you are paying for a house that has heat and air conditioning, and it doesn't work - then the landlord is responsible for maintaining those systems. They own them. And you probably rented from them in part because you could climate control the apartment. If that was the expressed or implied agreement, then you may have a case for a reduction or even non-payment of rent until your home is fully functional. In some cases your landlord can be compelled to find you a temporary home until they can fix the problem.
Bottom line - talk to the government agency that oversees renters rights where you live, and arm yourself with good information. |

Heat not working in the winter would be an emergency. Air cond not working, especially since by your own words it was only 80 degrees, is NOT an emergency. Many residences don't even HAVE air conditioning. |

why the hell would it be illegal to have a fan. what harm is a fan going to do to your apt? and if your landlords wont fix it you can take them to Court for not doing their jobs and get a lot of money out of them and maybe even a better apartment. |

not everywhere, the fan police will capture you. anyone that tries to purchase a fan will be reported and lawsuits may be issued, you may even be put in jail. check at your local police station if you have any inquiries. |
