is it legal for an employer to refuse to offer workmans comp in the state of texas?

I was going to apply for a job and as part of the application they wanted me to sign a paper saying they didn't offer workman's comp and they were not responsible for any injury's on the job. I tried looking at the states employment website but I can't seem to find that part any help would by appreciated.

Texas employers, except for public entities, can choose
whether or not to provide workers’ compensation insurance
coverage for their employees.

It's not optional. If you're an employee they are legally required to provide it, and that paper they ask people to sign is ilegal. Contact your state dept of labor.
