Ca. Child support and Adoption Assistance Pay, modification info, Can you help?

While married I adopted her niece and nephew from foster care. Since the divorce I now pay $1600.00 a month and she receives $1150.00 a month from Adoption Assistance Pay (AAP). Is AAP considered her income or child support? The day after filing in Ca. she moved to Alabama. Can I transfer the case and have it modified? I just had a new baby and can barely afford to make it week to week. I need help I need some guidance.
