How many times can a US citizen give a greencard to immediate family member?

A US citizens married a foreign national and gave her a greencard. They got divorced after a couple of years. Now that person wants to re-marry but it is (again) not a US citizen, will he still liable to petition a green card for the person he/she intends to marry?
Additional Details
They got only one kid and they are now in the process of filing for custody rights. Why would the person needs to probe his/her financial capability?

as long as the us citizen can prove that s/he has the required income (it depends how many people are in the household) and that the couple's marriage is a real marriage and not a scam for immigration purposes, s/he can still petition the new spouse.
