No you can't. 17 is way to young to get married. I got married the 1st time at 19. The only good thing I got out of that marriage was my daughter. Got married the 2nd time at 23. We've been happily married for almost 11 yrs now. Don't rush it. If it's meant to be you can wait until you are at least 20.

My parents got divorced and they got married at only a little older than you want too. You're to young and of course you need parental consent!
