he may not be able to decide what he wants to do, so he is not dropping her either as he is very insecure, wanting to make sure he has somebody. but if he were truly sincere and really wanted to make a go of it, he would have to regain your trust, and that would mean he had to drop her. he is thinking of coming back, but wants to make sure it will work out. but this isn't exacly how u move back into the life u had, he has to be the one to regain your trust, and he would need to stop doing what he is doing. i would tell him i will pass on it, and say no thank you. he is not thinking clearly, shows lack of maturity, and bad character. he wants to make sure u and he will be able to get along before he dumps the girlfriend.
