A married man keeps flirting with a married, younger woman who just started working in his dept. - he always makes a point to stare at her wherever she is, gazing at her from across the room, stops phone conversations just to say hi when she's walking by his office, always talks with eyes glued to hers and a huge smile, has a softer tone of voice when talking to her, compliments everything about her, stares at her body and lets her see it, has touched her hand/shoulders/arm without pulling away, gives her more attention than anybody else - even though she's entry-level, and he's a director.
Most of the time, she can't keep her eyes off of him either.
One day, there's a question about who should be doing which duty - she runs into him out in the hallway and tells him she found out what should happen.
The whole time, he's standing really close to her and smiling - as they're walking away, he turns to her with a big grin and says "I'm really good at following orders - just tell me what to do...".
Was he coming on to her? What did his comment mean?
