you are living as not married couple and planning to be husband and wife , but calling your future partener( my wife).

well, firstly you need to remove all doubt and make smart move by approaching your future wife and ask her for marriage or re-mariage again.

second you have to make sure that it is going to be your future wife by going with her with white dress to marriage official Bureau and get yourself registred /marriage certificate so that you can call your supposed wife which you plan to marry her ( My wife) .

to summarise: you suppose not to say to the person you are with and plan to get married (my wife till it is legalised by the Authority, then you are married. So. the question suppose to be put in this way: My partener says she wants to marry me but i am not so sure?
just last point ::: If your wife wants to marry you, then it is an invitation for.................... ?could be from taking her aborad to having second honeymoon and taking photograph in scuba diving?? well it could be anything from take her to restaurant to give her proper time and attention so that she can feel that she is married to you?

Ok first of all i am confused. If she is your wife then you are already married. If you have been living together for more than 7 years in my state that constitutes a common-law marriage. Have You? 2nd of all, if you are having doubts about marrying her, then you are definately not ready for marriage.
