Go to the beach.

Make a picnic and take it to the beach/park/forest whatever is around your area. Grab a cheap $5 bottle of champagne and some plastic flutes, make little tiny sandwiches with veggies and dip and spread it out on the grass on a sunny day. Lay down and reminisce about the best days you've ever had together. Make it good.

Do you have a duck park nearby? My boyfriend and I once packed a picnic and went to a park with a lake, and we fed the ducks together afterward. If you don't have a park with ducks (or if you don't like ducks), you can have a picnic at midnight. You may be able to see some shooting stars depending on where you live. I took my boyfriend on a night picnic a year ago and we probably saw 18 shooting stars, and we live in a standard residential suburb.

Also, my boyfriend and I went to the zoo on the first anniversary after our first date. Again, I packed a lunch (I'm that kind of person) and we ate in the picnic areas provided by the zoo. There's a pretty big zoo in hometown; the admission was around $30. But smaller zoos and aquariums can cost much less.

I hope I was helpful. I understand how you feel because neither my boyfriend nor I have very much money either, so we have brainstormed together a lot over these types of things. Maybe you could also discuss this with your boyfriend too, since two heads are better than one...unless you are planning to surprise him, of course. :)

we've had to do this more then once but it's always been fun- Dollar Dates.
Go to a dollar movie.
Buy dollar burgers and eat them in a park or something
go to the dollar store and buy each other things you think the other person would want. Give each person like, $3 each and time for 10 minutes, then exchange your gifts.
Less then $20 and you have so much fun! Is nice as casual too.
