I'd probably say 'um...thanks...?' and keep walking. A stranger saying something like that is coming on WAY too strong and odd behavior of that nature puts my guard up instantly. This has happened to me before, and I have to admit that it frightened me. People with social skills that poor are unpredictable, so who knows what will happen next??

I would say thank you and then kindly walk away. If he tries to approach you again, kindly ask him is there something else he needed and if he tries to come on to you and you aren't feeling him then tell him what you feel and then forget about it.

Just say "thank you". I've done that to a woman before, very innocently. She was strolling her baby and she was breathtaking. I went up to her and said, "Pardon me, and please don't be offended, but you and your baby are positively breathtaking". She smiled and said Thank You and we went on our ways. It depends on how that person is looking at you and what tone of voice, but I usually just go with thank you, keep it short not to provoke a conversation, finish up and walk out of the store. Usually I try to take my daughter or my husband with me to prevent those kinda awkward situations.

You should always say thank you when someone compliments you. If you think they are creepy, just say thank you and move away. If they follow you, make direct eye contact so they know you are not intimidated and ask "can I help you with something" or "did you need something?" in atone that lets them know you do not wish to be followed. If they persist, seek an employee for refuge until they go away.
