AF base E9 encouraging underage drinking

My brother-in-law and his family are stationed overseas at a base where a senior enlisted member of high profile is encouraging and pressing the organizer of the event for available alcohol not only for all adults, but for the TEENAGE high school graduates at their graduation dinner later this month. Who at that command should I contact to let them know? That being asked, the whole command seems to have a very lax attitude towards allowing host nationals to shop ON BASE in the AAFES store, and to allow all the teenagers on base to have free reign. Most parents just want to get through the deployment no matter what. Who would have the clout to enforce the ZERO tolerance policy against underage drinking, AND keep an eye on all the other shenanigans going on at that base? Thanks, Margie

If your brother-in-law and his family are stationed in Germany the legal drinking age (beer & wine) is 16 off the military installation on the base it's 18. If any is 18 years they are legal to drink beer or wine, hard liquor is 21. Now I do agree that a senior leader should not encourage any kind of drinking event for anyone under 18 but if their of legal age then he would not be all wrong. The military do exercise ZERO tolerance policy overseas however, it is up to every individual to exercise good sound judgement to do what is right and just like any civilian community not all law or policies are followed.
