Is Sapper school pretty much a guarantee once you hit E5 as a 21B?

More particularly, is this true of the ARNG too? Or is it dependent on state budget allocation?

On active duty almost a guarantee you will go...

In the Guard you will only go if the position you are holding is coded as a Sapper position...and there is money for it...which there is usually not.
