No. Many of the instructors are former SF types but the instructors come from everywhere.
The Regular Army runs the course at Fort Greeley
The VT Army national Guard runs the Mountain Warfare School in VT
The USMC runs their own Mountain Warfare School in California |

Yes, SEALS, Marine Recon and Army SF are provided with cold weather training. A good Special Operator can fight under any conditions. |
