Explain why in some states, the maximum tuition rate payable by the GI Bill is only like $2,000?

Please, let us use California for an example, which is maximum $2,165 per term. That won't even cover the cheapest community college much less a university. I would need at the least $20k more just to attend ANY university. I was hoping that I would be able to go to University of Southern California which is roughly - $37,694 tuition and fees. USC is a Military friendly school so it is included in their averages of finding the most expensive school in the state, with much more expensive schools included.

Tuition rates under the new GI Bill are determined differently than under the old GI Bill. If you live in California and plan to go to school there, you will need to know what the most expensive school in California is. The rate paid by the new GI Bill is equal to California’s resident tuition plus any mandatory fees. In California, the maximum tuition rate payable by the new GI Bill is $2,165. Don't forget that if you're attending full-time, you may qualify for a housing allowance, too. You can attend any school in California, either public or private, and you can also attend school through an online degree program.

California Rates
Max. Charge per Credit Hour -- $335.75
Max. Total Fees per Term -- $2,165.25

To clarify my question a little bit....I though that the fees were referring to simple tech fees, athletic fees, etc. that every college charges you no matter what. But, from the above contract statement it clearly reads "tuition", as in, "the maximum tuition rate payable by the new GI Bill is $2,165". Is my understanding of the new GT Bill accurate? Do I really only get $2,165 per semester?

Anywho, I still don't get it...you say that California doesn't charge tuition for state schools when USC is one of the most expensive schools in the country, look here

Kalifornia chooses to not charge "tuition" for state-run schools. So when the VA began to calculate the "maximum tuition for a state-funded school" as a basis, the result was...zero. That problem has now been rectified a bit. And as others have pointed out, don't confuse "fees" with the credit hour allowance. A three-credit hour course would be paid up to $1007.25. Remember that under the 9/11 GI Bill, tuition is paid directly to the school, not to the student.

You seem to be confused over the "Charge per credit hour" and "Total fees per term". These are separate charges, but the VA will cover them both.
You will receive up to $335.75 for each credit hour, AND the VA covers the $2165.25 in fees per term.

The G.I. bill was never intended to cover the full cost of attending a college, which mostly are living expenses. A community college in California costs less than $1,000 to attend, including books. It's all the living expenses that make it higher. You can attend a CSU for under $4,000.

It's not a scholarship, but help to defray actual tuition fees.

I guess they are using the lowest state college rate for the state. You can always apply for financial aid to bridge the gap, and for private schools you could hope they would give you a scholarship.
