Ask your recruiter which jobs have a fat bonus attached to them. Those jobs are under-staffed, hence the incentives trying to pull in more people. Although, that bonus is also going to pull in new people of low rank, so... if your just joining, take that advice with a grain of salt
On the army side of the house.... we have a "needs of the army" list. People who fail out of AIT, get to pick one of the top 25 most needed jobs. They're often not the most desireable jobs (sometimes they are though), but, they're jobs are needing people badly. I'm sure they navy has something similar, ask around about that |

the New CREO List isn't out yet.. but basically,the ones that are most open are the ones that are hardest to qualify in.. some Languages of CTI, SPECOPS, Nuke. |

Since overall the Navy's overmanned and trying to reduce personnel, it's hit or miss which rates are the best for promotion because whatever's great now could be total crap in a year, or vice versa.
Whichever rate you chose, STUDY for the exams and that's your best bet for the fastest promotion.
EDIT: Go Navy, Go read a book. They're not reducing new recruits, they're reducing how long they can stay in. Right now, even if you're past your first term, you have to do the PTS requirements. So, in a way you're right. |

Any jobs that are undermanned are the jobs that promote faster. The reason for this is that x number of promotions for that rating are available each time and the less people competing for this promotions means that you have a greater chance of getting the promotion.
