For NROTC, after commissioning, how does the new officer serve on active duty instead of the reserve component?

Can a NROTC officer serve in the service's active duty component instead of being in the reserves?

All Navy and Marine Corps officers are commissioned into a Reserve commission. It doesn't mean you willl serve in the Reserve, it means that in order to transfer your commission into active duty you will have to go through a selection process. If you aren't selected for active duty after your initial active duty time (4 years) you will discharged off of active duty and remain the reserve for the rest of your obligation (4 more years).
Even Naval Academy officers are commissioned into the reserve.

Most NROTC midshipmen will go on active duty.

Your place on the Order of Merit list, determines if you can go on active duty or you go to the reserves.

I believe all ROTC programs commission their officers for active duty.
