Fortunately the Navy Seal snipers saved the day but....?

Why did the Navy frigate USS Bainbridge failed to blow up the craft with the three Somali pirates on board right after Capt. PHILIPS jumped into the water in an attempt to escape? The frigate could have blasted the craft with their "Vulcan", (six barreled 20MM) within a few seconds. After all I imagine and I hope the ship was in some form of battle station readiness. Did they wait for Obama to give the order to shoot at the craft. Doesn't the Navy have any contingency options to apply in a purely dynamic situations such as this one?

Nothing as risky as taking three shots at three different targets with high probability that at least one of the priates may have survived and then what happens to Capt. Philipps. I doubt it if the 20mm shells would have resulted in shrapnels. Besides Capt. Philipps was more than likely below the surface except for his head. It was the indicision and reluctance of the people in charge that missed the premium oportunity.

The shrapnel could have hit Captain Phillips and killed him. It would have been way too dangerous, not to mention, they wanted to keep it more of a criminal matter and not a military matter, so using excessive military force would have appeared as an act of national military aggression, as opposed to a criminal hostage situation.

Because They ran out of ammo and later days called the navy seals because they found out that their ammo got stolen by other pirates.

They had no way to mount any rescue operation due to the distance at the time regardless of the Vulcan's range. The reports on the situation was that Capt Phillips was only in the water for a few seconds before the pirates fired shots and he returned to the craft.

Assuming the Bainbridge had time to react to Phillips' escape attempt in those few seconds, he would not have been far enough away at that range that a stray shot may not have hit the guy they were trying to save. Their orders were only to open fire if Phillips was in imminent danger.

The Bainbridge had been keeping a range of several hundred meters/yards at the time of the escape attempt. Even a few millimeters off and I miss my target at that range. Open seas made it worse. That is why they were towing them and reeling them in when the snipers finally got their shot when imminent danger presented itself.
