do you think that this speaks for the intelligence behind these pirate's movements?
That they are not assaulting a Particular nation's vessels, but seemingly at random?
What do you think, are they accumulating resources before the big push into international waters or something?
For pirates, they sure like to play it safe...

It is random.
Its not that hard for them to skirt around a military vessel because the military vessel cannot tell them apart from the thousands of fishing boats in the area. If they see a military vessel, the just start fishing.
Also, you are talking about an area the length of the east coast, and 300 miles wide. In general there will probably only be a dozen military vessels, yet hundreds of merchant ships because of the enterence to the Red Sea and Suez Canal.
They are already in international waters, but they wont go past the range of their small boats, because anything bigger blows their cover as fishing boats and shows up on radar.

I just read a story in the latest Army times where the pirates did make a mistake and thought a German Military resupply ship under the NATO mission in the area was a merchant ship. It didn't turn out too well for the pirates, but it didn't make the main-stream news. |

It's much easier to take a merchant ship than it would be a fully armed naval vessel that would blow them out of the water a mile away. |
