For example, during riots, are some states or countrys obligated to call troops in to help them.

The only form of the armed forces that are allowed to be used in this capacity is the National Guard. Federal Troops are constitutionally prohibited from acting in a law enforcement roll. Humanitarian aid is a different story though. We went to New Orleans for Hurricane Katrina as a relief effort where we in no way acted in a law enforcement capacity. |

I believe the National Guard was used during the Watts riots as well as during the shootings at Kent State back in the 60's, may have even been called in during the Dem Convention in Chicago in the 60's. |

Yes, active duty soldiers were deployed in Mississippi during intergration.
Active duty soldiers were also deployed during the riots in 1968 after MLK was killed. |
